as soon as you merge on e.capital from ridge road heading toward the stadium, the officer is parked on the right hand side of the road under the underpass. The posted speed limit is 40mph. You will see his camera before you see him.

Comment (7/2006): Location for Camera is correct, but you are merging onto East Capitol st, from Minnasota Ave. NE, he sits at the other end of the underpass in a dark unmarked car.
