Driving through Blue Rapids, Kansas on Kansas Highway K-9, the local "police officer" stopped me for speeding. There was no mark on the ticket to show how it was determined there was in fact speeding. The ticket showed the time to be 1700 hours, I was in Fort Riley, Kansas at that time. The time travelling through Blue Rapids was near noon - not 1700 as marked. Contacted the Municipal court - no reaction. The "police officer" gave a sheet with some instructions on it - to include an attormey's name, address, and telephone number. The "police officer" quoted a compensation for the attorney.

Comment (1/2003): I often travel between Manhattan, Kansas and Lincoln, Nebraska on Highway 75. Blue Rapids speed limit drops from 65 to 50 to 35 in about three blocks on both the east and west sides. Local county sheriffs often sit radaring in the county park toward the west side along HI 75, while the State Patrol roam between Marysville to the north and Waterville to the west. The worst case happened when I was heading home and a state patrol car tailed me for 10 miles outside of Blue Rapids. He "turned off" but about five minutes later came bursting over the hill and followed me again all the way to the railroad tracks at the edge of Marysville. I thought about lodging a complaint for harassment (must of been my Husker plates), but the good ole boy network is alive and strong in central Kansas. Just be aware this area is heavily patrolled.
