Officers set up their Laser speed detection equipment on the inside emergency strip, all the way against the concrete barrier. Since this location has a slight curvature, the speed trap isn't seen until it is too late. Also, the road construction has ended in this area and all 3 lanes are open, but the speed limit is still 55 mph, instead of the normal 65 mph that it should be changed back to.
