County police sit off the side of the freeway exit ramp, and are not visible to South Bound traffic till after you pass him. No set time at which they sit there.

These are mainly state police, there is a higher level of enforcement in this area, not quite as much in the Benton Harbor area however I do see them there occasionally. The worst part is from the Sawyer exit 12 to the Red Arrow Hwy. exit 23, they sit in medians that are near curves and blind to oncoming traffic also there's a bridge near exit 22 that they usually have someone sitting behind, usually in an SUV.
