It seems they check this stretch of highway constantly for drunk drivers, using speed as a motive for pulling you over. Typically late night only. Squads are facing backwards on the side of the four lane road. Sometimes as many as three at a time.

Comment (10/2002): This area is a favorite of the local cops. It is not limited to late night when you are getting toward the end of the month and the quotas have not been met. The road is 2 lane undivided from Manchester until just North of the I90 underpass, and they are not on the 2 lane section that often. The officers that I have had contact with are very poorly trained on their radar, and have very little understanding of it's limits and function. This is good for anyone who intends to fight a speeding ticket, as they are prone to use it near I90, on hills and bends in the road and around other traffic. Thus creating many wholes in their case. Considering the road and the average traffic pattern, this is a revenue generation site for Freeborn County and everyone that is cited here should fight the ticket.

Comment (6/2003): 1st, you should check the MN State Statutes that prohibits "quotas". MN Officers do not run on quotas. 2nd this person talks pretty smart, my question is, how many tickets have you fought and won? If it's a lot, I hope people are waisting their money on you.

Comment (6/2003): Get a clue... Quotas for traffic citations are illegal in the state of Minnesota. Also how do you know how well these Officers are trained in their radar unit. Did you just happen to go through radar training with them.

Comment (6/2003): The average traffic pattern is no justification for speeding. The posted speed limit is the posted speed limit. That is what you are expected to drive. The talk of going with the flow of traffic is a bunch of bunk. If the flow is speeding the flow deserved a ticket. You canot get ticketed for doing the speed limit. You can get ticketed for doing under the minumum posted speed limit. If you get ticketed for doing the speed limit and the rest of the traffic is speeding, you fight that one. The officer should be pulling over the others, not you

Comment (7/2003): Concerning quotas in minnesota,if you really beleive there are none you obviously do not drive for a living.Those of us who do know that each area "experiences"an increase in police presence during certain times of the month.although it is true that the"quota system"was outlawed here there still is this thing called"performance review"in all counties,this is how the distribution of funding is determined.

Comment (9/2003): No matter what you think, there are no Quotas in MN the state statutes really do prohibit them. Also I have it on good authority that Freeborn County / Albert Lea doesn't have performance reviews, even though they should. Another fact that no one has mentioned is that the enforcment in this area is arbitrary. You are just as likely to see the cops there at the beginning of the month, as you are at the end of the month. In fact on 9-1-03 there were three cars there & they had several people stopped. Bottom line is don't speed on Hwy 13 between I-90 & Albert Lea, unless you want to get a ticket.

Comment (5/2004): I work for a trucking company and I do have to say that they do have quotas, although they have a fancy name for them. If they pull over a bunch of drunk drivers, it makes the company look good, and they get recognized. Instead of arguing with anyone over stupid stuff like this, why don't you check your facts first.
