The Village cop likes to sit in the enterance for the Anna Elementary school and catch people entering town too fast (its 55MPH out of town and 35MPH in town). He also likes to catch people speeding up to 55 before they actually leave the town. Theres a big sign for the school that could also be blocking the car.
