They sit when you leave the rock cut by Wasserots/Apria, coming from the back mountain to wilkes barre, usually in an unmarked car

Comment (2/2006): Its a gray Dodge Intreped most of the time

Comment (2/2006): It's called the North Cross Valley Expressyway. Happens both AM (Eastboound) and PM Westbound. When the road enters the rock cut there they'll be! Look for the white lines painted on the pavement!

Comment (3/2006): It's also called Rte 309. The speed drops 55 to 45 to 35 as the expressway ends (going from Courtdale into Trucksville, towns unmarked) and pay attention to it. It may be too late by the time you hit the recycling center.Heading south (toward Wilkes Barre) drop to 35 as you round the rock cut. It sneaks up on you. Let the people pass you during this 1/2 mile stretch. It's worth it every time, since you lose only about 7 seconds. It's a dangerous curve anyway and the roads suck with potholes all the way from/to the split in Dallas.
